Introduction
Our world came to a halt when the genocide erupted. Some of us fled with their children from the bombing and the perils of the unknown. Some of us saw their entire life's accomplishments destroyed in a single moment. We lost friends and loved ones, we lost communication with family members, fear prevailed, sleep vanished, water became scarce, the world dried up and crumbled and collapsed.
The world of Rawa was also in turmoil–team members, initiatives’ leaders, members of our committees, longtime partners, activists, artists, and professionals–all of them faced death in all its forms and facets. The lifelines of our work were targeted and severed.
Ironically, Rawa had planned for this year to be a period for reflection, learning, and sharing knowledge. We did not plan to provide grants, but to intensify collaboration with initiatives, learn with and from them, and be creative in developing our financial and organizational structures toward independence. Instead of these positive, constructive projects, we collided with one of the greatest catastrophes of modern history.
It was not easy or natural to hold onto our ability to work. We were demoralized by feelings of calamity, smallness, and helplessness. It took a lot of time and energy to be able to communicate, and to encourage each other to think about what can be done, how, and why.
This feeling doubled when – in the face of the Zionist crime's atrocities – we witnessed how some of our former partners, from international organizations and funds, turned their backs on us and colluded with a discourse that legitimizes the genocide. Those who presented themselves as pillars of the global human rights movement, who sat with Palestinian organizations at the same tables discussing political and social change and dismantling power relations, revealed their true face within minutes: Philanthropy fronts to launder deep-seated colonial repressive structures.
Amidst these pressures, it would have been easy to set Rawa’s principles aside and go along with a discourse that talks about humanitarian aid without addressing the Israeli crime of genocide, and to accept any funding, no matter how politically problematic. However, respecting the Gaza lessons and sacrifices meant for us to dig out our own path of community work without compromising our identity, ideas, and vision.

توقّف عالمنا حين اندلعت حرب الإبادة. بعضنا حمل أطفاله هربًا من القصف الإسرائيليّ وصواعق المجهول. بعضنا دمُّر محصول حياته كاملًا بلحظةٍ واحدة. فقدنا أصدقاء وأحبّة، انقطعت أخبار عائلاتنا، عم الرّعب، انعدم النوم، شحّ الماء، جفّ العالم، وسقط.ا
تزعزع عالم روى أيضًا: أعضاء فريق، أصحاب مبادرات، أعضاء لجانٍ وهيئات، شركاء سنين في العمل المجتمعيّ، نشطاء، فنّانين، أصحاب مهن – جميعهم عاشوا الموت بكلّ أشكاله. استُهدِفَت وتقطّعَت أوردة الحياة في عملنا المجتمعيّ الفلسطينيّ.ا
من سخرية القدر، أنّنا خططنا في روى أن نخصص هذا العام لتأمّل تجربتنا والتعلّم منها. لم نخطط لدورة منحٍ، بل لتكثيف التعاون مع المبادرات، التعلّم منها ومعها، وتطوير بُنيتنا الإداريّة والماليّة والتنظيميّة جذريًا. بدلًا من هذه المشاريع الورديّة، اصطدمنا بكُبرى مآسي العصر.ا
لا، إطلاقًا. لم يكن سهلًا ولا طبيعيًا أن نتمسّك بقدرتنا على العمل. ثبّطت همّتنا مشاعر الفاجعة، والصِغر، والفقد، والعجز. للأسف، بينما كانت غزّة بأمس الحاجة، احتجنا وقتًا طويلًا وطاقة هائلة لنتمكّن من لملمة أنفسنا واستعادة زمام العمل. ا
تضاعفت هذه المشاعر عندما اختبرنا – في ظل فظاعات الجريمة الصهيونيّة – حقيقة بعض من كانوا شركاء، من منظّمات وصناديق دوليّة ربطتنا بها علاقة عملٍ طويلة، عندما تواطؤوا مع خطابٍ صهيونيّ وغربيّ يشرعن الإبادة. من قدّموا أنفسهم عمادًا للحركة الحقوقيّة العالميّة، وجلسوا مع المنظّمات الفلسطينيّة حول ذات الطاولات سنوات طويلة، وناقشوا التغيير السياسيّ والمجتمعيّ، وثرثروا عن تفكيك علاقات القوى – كشفوا جوهرهم بعد أيّام قليلة على بدء الحرب: واجهات تمويل تبيّض البنى القمعيّة الاستعماريّة العميقة.ا
في هذا الوقت، وفي ظل استفحال التجويع الإسرائيليّ، وتعاظم الحاجات الإنسانيّة في غزّة، كان من السهل أن نضع مبادئ روى جانبًا، ونتماشى مع خطابٍ المموّلين الذي يحكي عن الإغاثة الإنسانيّة دون أن يناهض الإبادة المرتكبة بحق شعبنا. كان مغريًا أن نقبل كل تمويل مهما كان إشكاليًا ومشروطًا في ظل الكارثة. لكنّنا آثرنا، أمام الدرس التاريخيّ في غزّة، أن نبحث عن طريقٍ لمواصلة العمل، ونبش الحياة مهما صعبت الظروف، دون أن نتنازل عن هويّتنا وأفكارنا، عن القيم التي تأسّست عليها روى.اا

Flexibility in action
Flexibility was one of the fundamental principles that guided Rawa in its work. We know that Israeli colonialism, for as long as it has existed, disrupts the routine of our lives, seizes our time, prevents our continuity, and disturbs our space. Therefore, unlike the conditional funding that dictates strict programs and agendas, we saw changing plans and adapting community work to circumstances as a strength to be protected.
At Rawa, we did not plan for a grant cycle this year and were not well prepared for it, neither administratively nor financially. Despite this, we quickly established a grant structure to meet the ongoing vital needs for the people in Gaza by supporting the grassroots relief initiatives working on water desalination, solar energy, food, and tent construction. Grants also supported active initiatives in targeted areas of the West Bank. This structure emerged from communication with our comrades in the initiatives, based on their current needs. So far, we’ve moved over $50,000 in new unrestricted grants that the initiatives can use according to their needs and decision. We’re also allocating and fundraising for more small grants during 2024.
In Gaza, it was clear that initiatives from Rawa’s previous grant cycles were no longer able to operate as they had before. However, the trust in initiative leaders, their readiness to contribute to relief efforts, and their formation of new initiatives to meet essential services in Gaza were key factors for us to support them these days and in the coming year.
In the West Bank, grants are being directed to initiatives that received grants in previous cycles, based on our trust and relationship with them and their prior selection by community committees. Priority was given to initiatives that demonstrated flexibility, adapted to events, modified their course of work, and created contributions aimed at strengthening our people's resilience against the fierce war, and supporting Gaza and its people in every possible way.
المرونة في الدعم والعمل
فكرة المرونة كانت واحدة من المبادئ الأساسيّة التي وجّهت روى في عملها. نعرف أن الاستعمار الإسرائيليّ، طوال وجوده، يقوم على تقطيع رتابة حياتنا والاستحواذ على وقتنا ومنع استمراريّتنا وتشويش مدانا. بعكس التمويل المشروط الذي يفرض أجندات وبرامج صارمة، رأينا بتغيير الخطط، وتكيّف العمل المجتمعيّ للظروف، نقطة قوة وجبت حمايتها.ا
لم نخطط لدورة منحٍ لهذا العام ولم نكن جاهزين لها إطلاقًا، لا من حيث البنية الإداريّة ولا من حيث الموارد الماليّة. مع هذا، وضعنا خلال فترةٍ قصيرة نسبيًا هيكليّة لتقديم المنح لتلبية الحاجات الإنسانيّة الجاريّة في غزّة، مثل تحلية المياه والطاقة الشمسيّة والأغذية وبناء الخيام. كما تعزيز عمل المبادرات الفاعلة في المناطق المستهدفة في الضفّة الغربيّة. وجاءت هذه الهيكليّة بعد تواصلٍ مع صديقاتنا وأصدقائنا في المبادرات، وانطلاقًا من حاجاتهم هذه الأيّام، وجّهنا منذ بداية العام أكثر من 50 ألف دولار أمريكيّ، قُدّمت كمنحٍ غير مشروطة ببرنامجٍ معيّن، تستطيع المبادرات أن تُديرها بمرونةٍ ووفق احتياجاتها وقراراتها. كذلك، نواصل توجيه المزيد من الدعم خلال العام، والتجهيز لتوجيهه في العام القادم بشكل أوسع.ا
في غزّة، كان من الواضح أن مبادرات السنوات السابقة لم تعد قادرة على العمل. لكنّ الثقة بأصحاب المبادرات، واستعدادهم للمساهمة في جهود الإغاثة، وتشكيلهم مبادرات جديدة تلبّي خدمات أساسيّة في غزّة، كانت بالنسبة لنا العناوين التي نستطيع ونريد دعمها في العام القريب، وتغيير هدف المنح السابقة التي لم تُغلق بعد، لتخدم أهداف جديدة مُلحّة.ا
في الضفّة الغربيّة ستوجّه المنح للمبادرات التي حصلت على منحٍ في دورات سابقة، انطلاقًا من ثقتنا وعلاقتنا بها، واعتمادًا على اختيارها سابقًا من قبل اللجان المجتمعيّة. لكن الأولويّة أعطيت للمبادرات التي تحلّت بالمرونة، واكبت الأحداث وعدّلت في مسار عملها لتقدّم مساهمة، ولو بسيطة، في تعزيز صمود شعبنا أمام الحرب الشعواء، وتساند غزّة وأهلها بكل الطرق الممكنة.ا

There for our friends
As in many places in the world, Global North/Western funding in Palestine has caused fierce competition in our communities, incentivizing monopolization and dominance over cooperation. Rawa aspires to disrupt and shift such dynamics in its approach to resource mobilization.
During the first half of the year, we concentrated significant efforts to support the Culture and Free Thought Association (CFTA) in Gaza. CFTA has been operating in Gaza since 1991 and has been a close partner of Rawa since Rawa’s establishment. After the total destruction of CFTA’s several facilities and community centers, the association is currently providing shelters, food, and water to thousands of families in the sector. Rawa moved a grant to CFTA, and reached out to global funders and donor allies to mobilize additional funds.

خلال النصف الأوّل من العام، ركّزنا جهودًا حثيثة، مثلًا، لدعم "جمعيّة الثقافة والفكر الحر" في غزّة. وهي مؤسسة تربطنا بها علاقة وطيدة منذ تأسست روى، وتعمل في غزّة منذ العام 1991. بعد تدمير الاحتلال الإسرائيلي عددًا من المراكز المجتمعيّة المرافق التابعة للمؤسسة، لا زالت "جمعيّة الثقافة والفكر الحر" تعمل بكل الطاقة الممكنة وتصنع المستحيلات من أجل توفير الملاجئ والغذاء والمياه لآلاف العائلات في القطاع. خصصنا حصةً من ميزانيّة روى لدعم الجمعيّة، ثم توجّهنا لأصدقائنا حول العالم لحشد الموارد والتبرّعات وتوجيهها للجمعيّة مباشرةً.ا

Against weaponized Funding
Since the beginning of the genocide, Rawa has made an effort to confront the international colonial positions of funds, governments, and international institutions involved in the Israeli war of extermination. These powers imposed a financial war to silence the Palestinian voice and suppress Palestinian, Arab, and international support for the Gaza Strip through financial conditions and sanctions on many institutions and frameworks.
We acted on the conviction that confronting this injustice begins with the cohesion of Palestinian institutions and their unified stance of refusal and support for the struggle and the right of our people to resist. In the early days of the war, we issued a statement on behalf of more than 30 Palestinian organizations, in which we spoke about "the will of institutions and the ambition of the Palestinian people to own their bread, water, and urbanization, and the will of Palestinian institutions to work in their community without aid from anyone, independent in their resources and free in their decisions." The statement defined the goal of "disengaging from foreign aid, replacing it with mobilizing human resources and employing them, and building a spirit of volunteering, giving, and partnership."
Alongside a spectrum of Palestinian institutions, Rawa began developing the Aouneh fund to support community organizations that refused to submit to dictates and paid the price for their stance. Rawa committed an initial $25,000 USD to this collective fund. In addition to financial support, the fund will work on mobilizing and organizing volunteer human resources and creating a collective strategy that Palestinian institutions commit to in dealing with foreign funds.
ضد عسكرة التمويل
منذ بداية حرب الإبادة، بذلت روى جهدًا في مواجهة المواقف الدوليّة الاستعماريّة، من صناديق وحكومات ومؤسسات دوليّة شريكة في حرب الإبادة الإسرائيليّة. فرضت هذه القوى حربًا ماليّة لإسكات الصوت الفلسطينيّ، وقمع المساندة الفلسطينيّة والعربيّة والأمميّة لقطاع غزّة، بواسطة شروط وعقوبات ماليّة على مؤسسات وأطر عديدة في فلسطين وحول العالم.ا
انطلاقًا من رؤيتنا، لم نبذل جهدًا لا في استجداء وإقناع هذه القوى الشريكة في الظلم، ولا في مخاطبتها وتوجيه الرسائل إليها. إنما انطلقنا من القناعة بأن مواجهة هذا الظلم يبدأ من تماسك المؤسسات الفلسطينيّة ووحدة كلمتها الرافضة والداعمة للنضال ولحقّ شعبنا في المقاومة. وأصدرنا في الأيّام الأولى للحرب بيانًا باسم أكثر من 30 مؤسسة فلسطينيّة، تحدّثنا فيه عن "إرادة المؤسسات وطموح الشعب الفلسطينيّ أن يمتلك خبزه وماءه وعمرانه، وإرادة المؤسسات الفلسطينيّة أن تعمل في مجتمعها دون معونةٍ من أحد، مستقلّة في مواردها وحرّة في قرارها." وحدد البيان هدف "الانفكاك عن المعونات الأجنبيّة، واستبدالها بحشد الموارد الإنسانيّة وتوظيفها، وبناء روح التطوّع والعطاء والتشاركيّة."ا
انطلاقًا من هذه الرؤية، بادرنا مع شركاء كثر إلى إقامة صندوق يهدف لحماية كل من تضرر من سياسات الصناديق الظالمة، ويتحدّى العنف الماليّ الذي يُمارس بحقّنا. قادت روى مبادرة جماعيّة لإعلان موقفٍ فلسطينيّ واسع ضد هذه السياسات. ولم نكتف بهذا الموقف، بل بدأنا إلى جانب طيف من المؤسسات الفلسطينيّة بتطوير مبادرة "العونة" لدعم كل إطارٍ مجتمعيّ رفض الخضوع للإملاءات ودفع ثمن موقفه. تعهّدت روى بالمساهمة في هذه المبادرة بمبلغ قدره 25 ألف دولار أمريكيّة، وإضافة للدعم الماليّ، ستعمل المبادرة على حشد الموارد البشريّة التطوّعيّة وتنظيمها، ومراقبة سياسات التمويل الأجنبيّة، ورسم تفاهمات تلتزم بها المؤسسات الفلسطينيّة في التعامل مع الصناديق الأجنبيّة.ا
Pulse and vision
One of the core difficulties faced by every Palestinian organization is the challenge of balancing long-term, fundamental development paths and the urgent, emerging needs imposed on us, often by Israeli occupation and its destructive policies. These crises often compel us to neglect essential paths that develop the infrastructure of community work, ensure its sustainability, and enhance its independence.
The main challenge before us these days is to keep up with the daily events in our community without losing the long-term paths. Therefore, we try to divide our tasks and resources between providing grants to support community initiatives, addressing urgent issues amid the war, while simultaneously engaging in discussions, learning, and essential work paths for the future of Rawa, to achieve our vision and benefit Palestinian community work.
This is undoubtedly one of the hardest and most intense moments in the history of our people, if not in the history of humanity as a whole. We must rally our efforts, continue our work, and intensify it, while adhering to a value compass, a vision of justice, and a yearning for freedom–learning lessons from the people of Gaza, and appreciating their sacrifices. The people of Gaza and all of Palestine deserve a free and dignified life.

نبض ورؤية
واحدة من الأزمات الجذريّة التي تواجهها كل مؤسسة فلسطينيّة هي صعوبة الموازنة بين مسارات البناء الجذريّة وبعيدة الأمد، والحاجات المستجدّة الطارئة التي تُفرض علينا، غالبًا، بفعل الاحتلال الإسرائيليّ وسياساته الهدّامة. كثيرًا ما تحتّم علينا هذه المستجدّات إهمال مسارات جوهريّة تطوّر البنية التحتيّة للعمل المجتمعيّ، تؤكد استدامته وتعزز استقلاليّته.ا
التحدي الأساسي أمامنا هذه الأيّام، أن نبقي على مواكبة المجريات اليوميّة في مجتمعنا، دون أن نخسر المسارات الطويلة. لذلك نحاول أن نقسم مهامنا ومواردنا بين توفير المنح لدعم المبادرات المجتمعيّة، ومعالجة القضايا الحارقة في ظل الحرب، وفي الوقت ذاته خوض نقاشات وتعلّم ومسارات عمل ضروريّة لمستقبل روى، لتحقيق رؤيتنا، ولفائدة العمل المجتمعيّ الفلسطينيّ.ا
ختامًا، هذه بالتأكيد واحدة من أصعب وأشد اللحظات في تاريخ شعبنا، لا بل تاريخ البشريّة كلّه.ا
علينا أن نشحذ هممنا، ونواصل العمل ونكثّفه متمسكين ببوصلة قيميّة، ورؤية الحق، والتوق للحريّة، وتعلّم الدروس من أهل غزّة، وتثمين تضحياتها، واستحقاق أهلها وعموم أهل فلسطين، لحياةٍ حرّة وكريمة.ا
